I believe this rule is an evolution from the traditional "Elektro rules". They moved Volt scale from the well to front of the rule and replaced Dynamo/ Motor scales with MOT and Dyne guage points. Still they needed more "real estate" so they used side of the body. LL scale on bottom edge is referenced to A scale, thereby combining LL2 and LL3 scales into one.
The scale "U" at the bottom of the front is the D scale folded at pai/6 and used for calculation of "peripherical speed".
