Representatives of world governments are gathered in Marrakech at the COP7 climate talks, finalising rules of the KYOTO PROTOCOL - the ONLY international treaty for action to fight global warming.
Despite the urgent need for action, some governments are now trying to weaken the treaty further. The treaty MUST have a binding and transparent system to ensure that nations meet their targets for reductions of greenhouse gases. BUT RUSSIA IS NOW INSISTING THAT SUCH PROCEEDINGS ARE CONDUCTED IN SECRET, AND THAT THE PUBLIC IS DENIED ACCESS TO INFORMATION. Such moves will seriously weaken the climate treaty.
European Union law obliges the EU to ensure public participation.
